What is the best software for creating video thumbnails. At present I use "Thumbnail me 3.0" but have come across several videos it does not support.

What is the best software for capturing frames from a video. Something that has frame stepping forward or back to get the best frame to capture. At present I use VLC but capturing the right frame is not easy.

    Thanks

I hear good things about Video Thumbnails Maker. I don't use it personally though since the free version adds a logo somewhere in the thumbnail.
I use movie thumbnailer(command line only) which is what Thumbnail me is using as its engine and there's a new version that came out 10 days ago apparently with an updated version of ffmpeg which is what's used to read the videos. It should support a lot more now since the old one was 6 years old. Maybe you can just copy the movie thumbnailer files directly in Thumbnail me if it uses them as is or you can ask them to use the new version(which is called "200808a update" instead of "200808a").

To capture a single frame from a video, MPCHC/MPCBE do a pretty good job(and can also do thumbnails of anything it can play, but it's not very configurable) and you can step frame by frame forward and backward(but backward can be a bit tricky sometimes).
It may be trickier sometimes to capture the exact frame you want with any software depending on the video type. Some of them construct some frame based on previous frames called keyframes which it may use to save instead of the exact one you want. But depending on the video renderer you're using, you can simply take a screenshot of the video player and you'll have exactly what you see.

I also have "Thumbnail me 3.0" installed. But I seldom use it. To be honest I used it a few times after I installed, but since I never started it again.
I use the "Media Player Classic Home Cinema" (MPCHC) all the time for creating thumbnails. Works pretty fine. Yes, the options are maybe limited. But I use it only here in the identification sections. So it's okay.
I have to admit that I never tried to capture a single frame of a video. So I can't say much about that.

As for frame capture if you are referring to taking snapshots there is a free program called "Free Video to JPG Converter". You can have this program capture every frame;capture every 10,30,50,100,500 0r a 1000 frames; capture 1 frame every 1,2,5,10, 0r 20 seconds; or capture a total of 10,20,50,100,200 or 500 frames. I used this program to capture the frames for my current avatar.I dropped in a anime episode.Had it capture every frame. Then used another program to create a gif.
