Yes, this is totally right! I know forums that say they have a No Requests rule but no one enforced it. Then those forums died off quickly because the contributors are pissed.

There's a reason why this thread has been around for long time. This is because we (at least most of us) respect the rule. I think the administrators should also be more active in deleting the requests and banning those requester too.
