This is the kind of thing where you know what it means but applying a strict definition is tough.

My thought is... go to the origin. The novel Lolita by Vladimir Nobokov. Umm... so it should be like the novel. Meaning girls like her. But how much like her? Is it really just her age? Her coquetteishness? The fact that she's young?

The term seems to be expanded beyond comparisons to her, to involve drawn/written fiction involving any jailbait. I tend to think of people with neotenic features, and/or youthful personalities. Since you have characters like Vampire Princess Miyu who has a loli body but is centuries old (several chars like this actually) and probably also some girls who take a potion and get put into an adult body (like Lion-O but a girl) the confusion is if loli would cover all these scenarios.

For fans of the genre, it seems also popular to begin using the noun to describe girls spotted IRL too.

To me it is the appearance, girl or woman who looks like between the age of 5 to 14.

But due to child protection law, the smart people at Japan has introduced "legal" age lolita, like Evangeline A.K. McDowell who is a hundreds year old vampire trap in a child's body, or 20 something year old Mitsuki from Smash Hit.

I'm with this person. Loli to me is more about body-type ( specifically looking very young) more than age.
