Sorry for the confusion, I was referring to the comment about legal age being moved up to 21 when I said I wouldn't be surprised if that happened one day.

Every now and then I keep hoping to one thing, girls should be loved properly...
I thought "legalized" underage girls is not that suitable, is no way in helping reducing those criminals... Don't you agree...?

I think it is just this fear that keeps us with the laws we have, but I don't think it is founded. Learn that harm comes mostly from society and familiar reaction in non forced encounters.
I don't want to have one on one "bumpin' uglies" sex with any preteen.
At my old age is just doesn't compute and for me doesn't seem my right to do so.
I once many years ago had a cop tell me to my face (as he was rubbing a sweatie hand on his handcuffs in it's belt holster) that I would be in custody if I had touched any girls privates.
What I got from that and still use that statement as my guideline today to staying out of jail is that, preteens (my preference) are legal as long as I don't touch ground zero.
My life is pretty fulfilled these days and I am very happy living large and legal while maintaining some awesome preteen relationships.
Remember, there are always loopholes.
I might add, to this day I have a totally clean criminal record due to the fact i haven't committed any crimes against any laws.

With this question, I wish to go with experience of what is, in my answer rather than speculation of what could be.
Where I'm from the age of consent is 16 and that's where it should stay.
I find the thought of people wanting relations of a sexual nature with prepubescent children, regardless of the "loopholes", utterly abhorrent!!

The philosophy of this discussion is far too deep for such a specific question. It comes back to more general questions like these:
1. At what age, if any, do Homo sapiens develop will?
2. At what age, if any, ought parents lose custody over their children? (whereby "custody" I am implying that a child over whom the parent has custody is not legally empowered to engage in sex with other individuals without prior authorization from that parent)
3. Do I believe in unconscious rape? (See the explanation below for Question 1 for more about what I mean by "unconscious rape." I don't know the official psychological term for what I'm trying to describe.)
4. (If "yes" to Question 3,) what do I believe is the longest possible window of time for an act of unconscious rape to be legally condemnable as "rape"? or, what is the smallest window of time allowable for an act of unconscious rape to be excused as "consensual sex"? (Think of this like asking about a legal statute of limitations, if you want. It's like I'm saying, "If you have sex with somebody and 5 years later they decide that that scarred them, then you raped them. If you have sex with somebody and then 53 years later they decide that that scarred them, tough luck for them." And I'm asking you to consider that, for yourself, what are the cut-offs?)
Once you answer the first question ...
you can determine the differences between conscious rape, consensual sex, and (here's the tricky one) unconscious rape. Not "unconscious" as in raping people who are asleep (lol) but as in "raping people who are not aware that they are being raped." For example, a girl at a party tells Dave to drop dead when he asks her to suck him off. On her way out the door, Dave shoots a dart gun at her neck. It injects a drug into her blood stream that makes her think that Dave is actually her boyfriend Chris. Where we see wimpy Dave, she sees muscly Chris. He sounds like Chris to her and smells like Chris to her. She thinks Dave is Chris! So she goes home with Dave, thinking he's Chris, and she passionately fucks him all night long. She takes it up the butt, she sucks him off, she lets him grab her boobs and her butt and just about everything. And she has a great time. Pretend the drug hasn't worn off yet -- would you say she's been raped? If yes, then this is what is meant by "unconscious rape."
Once you answer the second question ...
you can establish at what point individuals and their sex partners no longer need to consult with the individuals' parents prior to engaging in sexual intercourse.
Once you answer the third and fourth questions ...
you can figure out what your stance is on somebody having sex with a 14-year old who says they enjoyed it, were not coerced, blackmailed, etc. but then who at a later date changes their mind and tries to commit suicide because of their shattered self-image. In other words, you can figure out for yourself, "Legally, how much of the problem should be mine and how much of the problem should be his/hers if I have consensual sex with somebody and then later he/she decides that he/she didn't like it and, given a second chance, would not do it with me again?"
I'm not going to pretend to be a legal or psychiatric expert, but I will say this: I think that human beings capable of making intelligent, rational decisions should be permitted to pick only human beings who are likewise capable of making intelligent, rational decisions and who voice a mutual desire for sexual intercourse. For this reason, I personally would not say that it's necessarily rape, although it well could be, if a 30-year old and a 15-year old have sex. I personally don't think a small child is capable of knowing what they're getting themselves into, and just like a parent who tells the child not to put his fingers into the electrical socket and not to lean too far over the edge of the cliff, I think it's 100% proper for a parent to tell their child who they can and cannot socialize with and to forbid them from engaging in certain behaviors or activities, including but not limited to sex. I also think that, since most human beings are pretty abysmal parents, it's really a great thing that the greater society (i.e. the law) does step in to protect children.
If we lived in an ideal world,
we would have a radio device that could scan a person's brain and determine whether they are intelligent or stupid, calm or rash, and mature or immature. In an ideal world, I'd forbid every single person under the age of 20 from having sex with somebody else under the following circumstances:
(1) they don't want to,
(2) the other party doesn't want to, or
(3) the radio device shows me that they're below the 90th percentile for standardized scores of the same three variables taken from the globe's 12-year olds.
In other words, to the world's top 10% intelligent, top 10% calm, and top 10% mature (gotta be all 3 put together, not separate!) 12-year olds, I would say, "Hey, you're old enough to decide for yourself. So if you say yes, then it's a yes. Go for it. And if you say no, then it's a no. And let us know if that guy/lady over there doesn't take no for an answer, 'cause then we'll MAKE him/her take it. " And the number would be higher than 10% as you got older. (See below.) But it'd always come back to the same standardization -- "you have to score higher than 90% of 12-year olds do." It doesn't matter if you're 12 or 17 -- your enemy is the 12-year olds of the world, and your goal is to beat 90% or more of them on the test.
In an ideal world, the machine could determine this in the blink of an eye, at no cost, and at no risk to the child's body. They could do it as many times as they wanted: once a year or once an hour for all I care. But until they scored high enough to be better than 90% of 12 year olds around the world, they wouldn't be getting or giving any sex. So if they're mentally retarded, tough luck: see you when you're 20. If they're the ADHD kid and can't sit still in class, tough luck: see you when you're 20. And if they're the most immature person ever, sucks to be them: no sex until 20.
So the idea would be like this:
- at age 12, 10% of the population is legally permitted to engage in sex with persons who also legally qualify
- at age 13, a few more should join the group. The kids who were just barely not good enough last year.
- at age 14, a few more.
- by age 15, maybe 20% or more of the group would be allowed to do it
- age 16, a bit more
- age 17, a few more. Maybe 30 to 33% of people.
- age 18, a few more. Notice! NOT 100%! I can think of plenty of "legal adults" who have the IQ and the emotional maturity of a middle schooler. And those people, as far as I'm concerned, are in jeopardy of being raped unawares and not knowing it until it's too late.
- age 19, a few lucky ones make the cut and don't have to wait until 20.
- and finally, by age 20, everybody who wants to have sex can have sex with other persons legally permitted to do so.
