Well at one time they were, from a historical viewpoint. Underage as a legal definition varies in many countries and is not a constant to this day.
Although I abhor censorship in principle, laws are usually put in place in an effort to protect the innocent, which I find a noble endeavor. Freedoms are often abused by others as they seek to further self interests at the expense of their fellow man, either by intention or as a matter of negligence. As long as an individuals and a families rights are protected I think the issue to be one of personal moralities.

The Marquis de Sade would be unimpressed (to him they already are). The Church would be unimpressed (to them, choirboys are legal.) Cardiovascular disorders would increase for people under 50. We would not have this thread.
I actually think this would be a good thing for the whole of society, including the kids. I think we are far too paranoid right now, so much that is creates harm.
As a reminder, if the age of consent were lowered drastically or abolished, rape (force/coercion) would still be illegal. The Netherlands now allows 12+ to have relationships with whomever, and if the parents suspect abuse or don't like it, they can request an investigation, (though I'm sure the investigations aren't pretty.)
