Yes. Non-Japanese AV is allowed because all AV production units adhere to at least US Code Title 18 Section 2257. But there is no analagous legal code governing the production and sale/distribution of content featuring under-18 models, therefore it is important to limit it as best we can to only Japanese-produced content (which has its own regulations).
It has nothing to do with the race of the models and everything to do with the fact that non-Japanese child modeling agencies frequently hide their identities (fake names, addresses, aliases) in order to stay "under the radar". Because of the lack of a paper trail or existing credibility, there is an inherent risk that the models could be physically harmed or exploited in the process (which would be illegal, and thus posting such content would most likely also be illegal). And without any way of researching the photographer or agency, there is no way to know for sure whether the content is legal or not. Thus pragmatism dictates that we err on the side of caution, eg: no non-Japanese-produced content in the U15 section.
