most those girls are actually WORKING! so not only do they rarely pull their skirt up for total strangers, most dont like ANY close range photos...

Did you try asking politely and explaining WHY you wanted to take the photo? Next time, consider presenting your 名刺 (adding that in since you're keen on mixing Japanese into your posts for some reason)
